Another white elephant?: Metro bus, more than just an election gimmick

The mantra in political crcles is that PML-N launched its election campaign on February 10 with the launch of the Metro Bus project in Lahore. The impact of the project, the reaction it got from supporters and critics alike, was probably exactly what the party was hoping for – visibility!
And as far as visibility goes, they couldn’t have hoped for something better than a 27 kilometre long bus lane with shiny red buses traversing some of the most congested areas of Lahore, which is by all means home turf for the Sharifs.
It is Pakistan’s first bus service of its kind and was completed in a record time of about eleven months. It is a project that has been directed at providing relief to the masses.
But the enhanced visibility of the project also means that it is open to criticism, scepticism and has been under the political and economic microscope of both supporters and detractors alike for about two weeks now. Whether the critics are proven right, or whether the PML-N is able to pul it off is something that cannot be predicted just yet, but I am sure both sides will be watching very closely.
I was in Lahore recently for the launch of Shahbaz Sharif’s flagship project. It was done with much fanfare and lots of money was thrown around and journalists, prominent businessmen and diplomats from all over the country were invited to attend the event, all at taxpayers’ expense of course.
The Metro Bus project is has invoked a mixed but very extreme response from the public, from political circles and also from economists. There is very little neutrality here, either people hate it, or they love it.
Let’s take a look at the positives of the project, as claimed by the Punjab government. The service covers a total of 27 kilometres of some of the most congested areas of Lahore and has 27 stops. The service is said to have the capacity to transport 12,000 passengers per hour in any one direction, at a very economical fare of just Rs20 per head, a flat rate for the entire trip.
The buses are air-conditioned and relatively free from traffic congestion and subsequent delays because – except for some intersections – because they have a dedicated track. The articulated buses run on diesel and have a capacity to seat 38 passengers, and standing room for about 115.
Opponents of course hate it, they say it is a drain on the exchequer like no other, that it won’t survive more than six months because it is subsidised. And they say that the actual cost of the project is Rs60b or even Rs90b. Critics say that cost over-runs have been brushed under the rug and it is just a political stunt.
Some of the hidden costs are said to be the one hundred Daewoo buses which were originally imported at a cost of Rs10 million for the project but then rendered useless because they run on a special kind of fuel mix which is not available in Pakistan.
Critics also challenge Shahbaz Sharif’s claim that the service will recover its cost in four and a half years. They base this on their claim that the government is subsidising the service to the Rs10 million per month, so how can it ever hope to recover the amount?
Critics say that the PML-N cannot afford to pay the subsidy beyond a certain time, and in the event the current setup is not relected, critics believe the new government will have no inclination to keep the project up and running. There is the usual refrain – not unjustified – that the buses will break down because of a lack of maintenance or become filthy and be vandalized. This is definitely a possibility but in this case it might not happen because the maintenance contract has been outsourced to a private Turkish company which has expertise in this in their own country.
Then there are critics who believe the Rs30 billion could have been better used elsewhere, for example to solve the energy crisis in Punjab. They do have a point. But they also have to understand that while Rs30 billion is a significant amount, it is miniscule when it comes to an issue like power. The average cost of setting up a 500MW coal fired power plant is $500 million. To $600 million. So even if the entire amount had been directed to power, at best 250 to 300 megawatts would have been added to the system.
This would not have had any noticeable impact on the provinces power woes.
Right now, the claims made by the critics are based on their assumptions and their calculations, which could be correct. The claims being made by the Punjab government are similarly based on their own calculations, and their own assessment of how far they can afford to run the project.
My guess is that this is more than just an election stunt. Even if it is a money sink, the Punjab government will find a way to keep it running. While this may not be economically prudent, or even sustainable, they will do it, because anything else would be political suicide and give their opponents the kind of ammo they cannot afford. The biggest argument in favour of the government is that they did not have to do this; they could have just spent the money on their own mansions or perks. The ultimate beneficiary is the public.

دسلام آباد: قومی اسمبلی میں قائد حزب اختلاف اورمسلم لیگ (ن) کے رہنما چوہدری نثار علی خان نے اپنی ڈگریاں  تصدیق کے لئے الیکشن کمیشن بھیجنے سے انکار کردیا۔
قومی اسمبلی کے اجلاس میں اظہارخیال کرتے ہوئے چوہدری نثارعلی خان نے کہا کہ ڈگریوں کی تصدیق کے حوالے سے الیکشن کمیشن نے تضحیک آمیز خط لکھا لہٰذا جب تک مہذب انداز میں خط نہیں لکھا جاتا اپنی ڈگریاں الیکشن کمیشن کو نہیں بھیجوں گا چاہے مجھے نااہل ہی قرار کیوں نہ دے دیا جائے۔ انہوں نے کہا کہ الیکشن کمیشن کو میڈیا ہاؤس نہ بنایا جائے، الیکشن کمیشن چاہے جو بھی کرے لیکن ہمیں انتخابات  لڑنے دے۔
اجلاس میں وزیر قانون فاروق ایچ نائیک نے بھی اظہارخیال کرتے ہوئے کہا کہ الیکشن کمیشن کو اراکین پارلیمنٹ کی تضحیک کا کوئی حق نہیں ہے اور ایسا کرکے الیکشن کمیشن نے آئین کے آرٹیکل 218 کی خلاف ورزی کی ہے۔ انہوں نے کہا کہ امید ہے کہ الیکشن کمیشن ارکان پالیمنٹ کو لکھا گیا خط واپس لے لے گا۔
واضح رہے کہ الیکن کمیشن نے چند روز قبل چوہدری نثار، سید خورشید شاہ اور قمر زمان کائرہ سمیت 249 اراکین قومی و صوبائی اسمبلی اور سینیٹرز کو 15 دن میں ڈگریوں کی تصدیق کرانے کے لئے خط لکھا تھا جس میں کہا گیا تھا کہ اراکین مقررہ وقت کے اندر اپنی ڈگریوں کی تصدیق کرائیں بصورت دیگر انہیں نااہل قراردے دیا جائے گاو

PTI launches official iPhone app

PTI launches official iPhone app





The PTI's Social Media Team intends to launch an Android App in the near future. PHOTO: PTI
KARACHI: Expanding its social media presence, Pakistan Tehreek-i-Insaf (PTI) has launched an official app for iPhones, iPads and other iOS devices.
The app was made available to the general public on January 20.
According to a press release, the app’s main page has a voter verification link at the top, along with links for Insaf Radio and Insaf TV.
The green and maroon coloured interface gives users access to PTI’s official website, twitter feed, Facebook page and blogs.
The PTI’s Social Media Team intends to launch an Android App in the near future as well.
The party recently launched its web television channel Insaf TV, to combat the blackout they face on prime time airwaves.
The content on the channel focuses on video messages of PTI’s second tier leadership, also recordings of the party’s public meetings, rallies and documentaries created as a part of their election campaign.

According to the Punjab government, 30 billion rupees is the amount of money spent on the Lahore Metro Bus Service. The actual figure may be a lot more, but let’s just take their word for it and apply a bit of perspective to it instead. Overall the entire allocated money for Punjab infrastructure development is Rs63 billion which means that 50% or half of the development budget of Punjab was spent in Lahore. This excludes the cost of the numerous underpasses and overhead bridges that were built in Lahore. Compare this Rs30 billion to the Rs16.5 billion allocated to the health sector for .

چکوال: پاکستان تحریک انصاف کے چیئرمین عمران خان نے کہا ہے کہ فخر الدین جی ابراہیم کے سوا الیکشن کمیشن پر دونوں جماعتوں کا مک مکا ہو چکا ہے۔
چوا سیدن شاہ میں میڈیا سے بات کرتے ہوئے عمران خان کا کہنا تھا کہ تحریک انصاف کسی سے اتحاد نہیں کرے گی، اکیلے ہی انتخابات میں شریف برادران،آصف زرداری اور مولانافضل الرحمان کا مقابلہ کریں گے، انہیں بڑے سیاستدانوں کی نہیں عوام کی حمایت کی ضرورت ہے جس سے وہ پیپلز پارٹی اورمسلم لیگ(ن) دونوں کی وکٹ ایک ہی گیند سے گرادیں گے۔ انہوں نے کہا کہ صدر زرداری نے لاہور میں عالی شان بلاول ہاؤس بنایا ہے، وہ کتنا ٹیکس دیتے ہیں اور ان کے پاس اتنا پیسا کہاں سے آیا، اس کا حساب دیا جائے۔
عمران خان نے مزید کہا کہ انہیں چیف الیکشن کمشنر جسٹس ریٹائرڈ فخر الدین جی ابراہیم پر مکمل اعتماد ہے لیکن ان کے سوا الیکشن کمیشن پر دونوں بڑی جماعتوں کا مک مکا ہو چکا ہے، الیکشن کمیشن کی دوبارہ تشکیل میں زیادہ وقت نہیں لگے گا۔
اس سے قبل تحریک انصاف کے چیئرمین نے چکوال میں پارٹی ورکرز کنونشن سے خطاب کرتے ہوئے کہا کہ ان کی جماعت برسراقتدار آکر فاٹا کا مسئلہ حل کرے گی، وہ گزشتہ 9 برسوں سے کہہ رہے ہیں کہ امریکی جنگ نہ لڑی جائے، طالبان سے مذاکرات کئے جائیں، جس پر انہیں طالبان خان کہا جاتا تھا اور آج سب مذاکرات کی بات کررہے ہیں۔
عمران خان نے مزید کہا کہ ملک کی ترقی کے لئے کرپشن پر قابو پانا ہوگا اور کسانوں کو مراعات دینا ہوں گی کیونکہ ملک کی معیشت کا انحصار زراعت پر ہے، کسان خوشحال ہوگا تو پاکستان خوشحال ہوگا۔ اس کے علاوہ پاکستان میں کرپشن ختم ہوگی تو بیرون ملک پاکستانی سرمایہ کاری کرےگا، ملک میں سرمایہ کاری ہوگی تو لوگوں کو روزگار ملے گا اورعوام میں خوشحالی آّئے

دبائو سے نجات کے لیے ضروری ہے کہ آپ پر سکون رہیں اورساتھ ہی اپنی سانسوں کو بھی کنٹرول میں رکھیں فوٹو: فائل
دبائو کسی بھی قسم کا ہو‘ ذہنی اور جسمانی عدم توازن کا باعث بنتا ہے۔
موجودہ دور کی مصروفیات نے ہر شخص کو تھکا دیا ہے۔ ایک بچہ بھی دبائو کے باعث چڑ چڑا ہو جاتا ہے۔ اگر دبائو کی مقدار کم ہے تو یہ انسانی صحت کے لیے مضر نہیں ہوتا بلکہ انسان کو کچھ نہ کچھ کرنے کی ترغیب دیتا ہے لیکن دبائو کا حد سے زیادہ پریشر انسانی صحت کے لیے خطرے کی علامت ہے۔ دبائو کو شکست دینا بہت آسان ہے، بس مندرجہ ذیل چھ باتوں پر عمل کو اپنا معمول بنا لیں اور پھر دیکھئے دبائو کیسے دم دبا کر بھاگتا ہے۔
آرام کیجئے:
دبائو سے نجات کے لیے ضروری ہے کہ آپ پر سکون رہیں اورساتھ ہی اپنی سانسوں کو بھی کنٹرول میں رکھیں۔ جب سانس اندر کھینچیں اور باہر پھینکیں تو پانچ منٹ تک اس عمل پر اپنی توجہ مرکوز رکھئے اور اس عمل کو مکمل طور پر محسوس کیجئے ،آپ فوری طور پر دبائو میں کمی محسوس کرنے لگیں گے۔
مثبت انداز فکر اپنائیے:
حالات کتنا ہی منفی رخ اختیار کیوں نہ کر لیں انھیں خود پر حاوی نہ ہونے دیں بلکہ ہر وقت یہ سوچیں کہ آپ خوش ہیں مسائل حل ہو جائیں گے وغیرہ وغیرہ ۔ اگر آپ مثبت انداز فکر اپنانے کی عادی ہیں تو دبائو آپ کا کچھ نہیں بگاڑ سکے گا۔
کوئی ہم راز بنالیں:
اگر کوئی شخص آپ کو مسلسل پریشان کر رہا ہے تو اس کے بارے میں اپنے کسی ہمراز یا دوست کو ضرور اعتماد میں لیجئے۔ آپ خود کو ہلکا پھلکا محسوس کریں گے۔ اگر آپ کسی کو ہمراز نہیں بنانا چاہتے تو پھر کمرہ بند کر کے زور زور سے چیخیں، اس طرح سارا غصہ اور دبائو بہہ نکلے گا اور آپ خود کو ہشاش بشاش محسوس کریں گے۔
خود کو وقت دیجئے:
اپنی شخصیت پر توجہ دینا ضروری ہے ساتھ ہی خود کو آرام بھی پہنچائیں۔ آرام پہنچانے کا عمل انتہائی سادہ ہے۔کسی بھی پر سکون جگہ پر لیٹ کر کچھ وقت گزاریئے۔ اس دوران ذہن کو مکمل طور پر خالی چھوڑ دیں‘ اس عمل کے بعد اگر ٹی وی دیکھنا چاہئیں تو ٹی وی دیکھیں ورنہ کوئی اچھی سی کتاب بھی مفید ثابت ہو سکتی ہے۔ اگر پسند کریں تو اپنا پسندیدہ مشغلہ بھی اپنا سکتے ہیں مثلاً باغبانی، کوکنگ وغیرہ۔
متوازن غذا :
یاد رکھئے آپ کی غذا‘ دبائو سے لڑنے کا اہم ترین ہتھیار ہے، لہٰذا اس کا متوازن ہونا اور طاقتور ہونا بہت ضروری ہے۔ پھل‘ ترکاری اور سوپ وغیرہ کو غذا کا مستقل حصہ بنا لیں۔ شکر اور کیفین کی مقدار کم کرنا ضروری ہے۔ اگر پان میں تمباکو کھاتے ہیںیا سگریٹ پیتے ہیں تو فوراً اس کو چھوڑ دیں۔
حقیقت پسندی:
زندگی کو حقیقت پسندی کی عینک لگا کر دیکھیں، کبھی کسی سے غیر ضروری امید نہ باندھیں۔ حقیقت پسند لوگ زندگی میں کم ہی دکھ اٹھاتے ہیں‘ ساتھ ہی اس بات کا بھی تعین کر لیں کہ آپ زندگی سے کیا چاہتے ہیں اور پھر اپنے مقصد کے حصول میں مصروف ہو جائیے۔ جو بات ناممکن ہے اسے ممکن بنانے کی کوشش نہ کریں کیونکہ ناکامی کی صورت میں آپ پر دبائو بڑھ جائے گا اور یہ دبائو کسی بھی صورت آپ کے لیے مفید نہیں ہے اور آپ کے معمولات زندگی کو بری طرح متاثر کر سکتا ہے۔

LAHORE: In response to rights activist and legal expert Asma Jahangir’s statement against Pakistan Tehreek-i-Insaf (PTI) and its Chairman Imran Khan after the party rejected her name for the post of caretaker prime minister, spokesperson Shafqat Mahmood has said, “there is nothing personal against Asma Jahangir, but she just not fit the criterion to be caretaker Prime Minister.”

Chairperson Imran Khan had earlier said Asma Jahangir was not acceptable to his party as the caretaker prime minister because of her views on the Supreme Court and her closeness to the PPP.

PTI had laid down three necessary preconditions before somebody could be considered for the important post of caretaker prime minister during the election period, the spokesperson said.

The preconditions demand:

  • The person nominated should be completely neutral.
  • The person nominated should respect national institutions particularly the judiciary.
  • The person nominated should have the necessary administrative experience to run the machinery of the state for the caretaker period and particularly able to ensure a free and fair election.

According to the spokesperson, “Asma Jahangir does not fit any of the above three criterion. She has frequently attacked Pakistan Tehreek-i-Insaf in the past and continues to do so.”

“As a citizen in a democracy she is free to hold any views,” said the party spokesman, “but for someone required to conduct a free and fair election, Jahangir is clearly biased and does not fit the bill.”

The spokesperson further added: “Asma Jahangir clearly has little respect for the superior judiciary as a number of her statements attacking the courts testify. On this criterion too, she does not fit the bill to be caretaker prime minister.”

LAHORE: Imran Khan, the chairman of the Pakistan Tehreek-e-Insaf, swept the online Asia’s Person of the Year 2012 reader poll conducted by the Asia Society.
According to the final results, Imran Khan whizzed past everyone else by securing 87.78% of the online votes, Pakistani child activist Malala Yousafzai secured 3.29%, Myanmar leader Aung San Suu Kyi 1.98% and the Indian film actor Aamir Khan 1.81%.
The final tally revealed that Imran had more than 11,000 votes, 88 per cent of the total. According to a press release, the Asia Society is a nonpartisan, non-profit institution with its headquarters in New York. It was founded in 1956 by John D Rockefeller III.
It is the leading educational organisation dedicated to promoting mutual understanding and strengthening partnerships among people, leaders and institutions of Asia and the United States
